○ 论中国道路旅客运输的发展战略经济工作 ○
摘要:道路客运是为经济社会发展和人民出行提供最广泛服务的重要产业,在综合运输体系中起着基础性的作用.随着国民经济持续发展和人民生活水平不断提高,道路客运市场需求发生了转折性的变化,从要求"走得了"向"走得好"转变。社会和经济发展的大环境和业内通达能力、运行条件改善的小环境,都对道路客运发展方向提出了战略性转移的要求,并提供了必要条件。这样,集约化经营、规模化发展就成为现阶段我国道路客运发展战略的主要取向。本文回顾了改革开放以来道路客运的发展轨迹,综合概述了本行业集约化经营的探索与实践,研究分析了发展集约化经营过程中显现出的一些问题和障碍,对集约化经营、规模化发展带有方向性、全局性的理论和实践问题作了进一步思考和探讨。

abstract: road passenger transportation plays a basic role in the social and economic development and people's daily transport as well as the comprehensive transportation system. as the economy has been continuously developed and people's living conditions increased ,the needs for the road passenger transportation has alsoseen dramatic changes-people have shitted their demand from being able to travel to traveling conveniently and comfortably. the favorable social and economic environment and the improved transportation capability both have called for and facilitated a shift m the direction of the development of mad passenger transportation. in this sense, intensive management development in scale have been argued to be a majoradvisable strategy for china's road passenger transportation industry at the present stage. this paper reviews the development history of the industry since the beginning of the reform opening up initiative, and summarizes the theoretic exploration and practice of intensive management in the industry. it address some of the problems that have arisen in the course of promoting intensive management. in this way, it puts forward some interesting opinions on the question of great significance intensive management road passenger transportation; and scale production initiativekey words: road passenger transportation intensive operation development in
