second,tohavethebestschools,wemusthavethebestteachers.mostofusinthischamberwouldnotbeheretonightwithoutthehelpofthoseteachers.iknowthatiwouldn''tbehere.foryears,manyofoureducators,ledbynorthcarolina''sgovernorjimhuntandthenationalboardforprofeionalteachingstandards,haveworkedveryhardtoestablishnationallyacceptedcredentialsforexcellenceinteaching.just500oftheseteachershavebeencertifiedsince1995.mybudgetwillenable100,000moretoseeknationalcertificationasmasterteachers.weshouldrewardandrecognizeourbestteachers.(alause.)andaswerewardthem,weshouldquicklyandfairlyremovethosefewwhodon''tmeasureup,andweshouldchallengemoreofourfinestyoungpeopletocoiderteachingasacareer.
