○ 服务型政府建设中的问题研究纪检监察 ○
【摘要】服务型政府概念正式提出至今已事隔两年之久，纵观学术界关于服务型政府的研究和地方政府的服务型政府建设，无论是在理论研究还是在具体措施方面均取得了一定成果，为进一步完善服务型政府积累下宝贵的经验。研究西方服务型政府理论，再结合我国目前服务型政府建设现状，发现其中仍存在许多不足之处，如服务型政府建设理论准备不足、服务型政府建设流于形式、缺乏完善的机制和法律制度、没有明确的服务要求和质量标准等诸如此类的问题依然存在并将阻碍我国服务型政府的进一步完善。

issues on the construction of service governments [abstract]：the concept of service government has been officially proposed for two years, to some extent, the academic research on service government and local government's constructions of service government both has made progress, what more, it has accumulated valuable experience for bettering the constructions of service government for whatever aspects like theory research and concrete measures. studying the western service government theory, and recombining our nowadays situations, we can find there exist many deficiencies such as lacking of theory preparation for the service government construction, focusing on the formality of the service government construction, lacks the consummation the mechanism and the legal system, no explicit service request and quality specification and so on. all these questions have still existed and hindered the further consummation of our service government construction.

建设服务型政府的理论起源应该是西方国家在政府再造中提出的建立顾客想到的公共服务的公共部门的观点。这种观点认为，政府不再是高高在上、“自我服务”的官僚机构，而是为社会公众服务的管理组织。社会公众是提供政府税收的纳税人，以及把享受政府服务作为回报的“顾客”、“客户”，政府的工作应当以顾客的为导向，为顾客服务，增强对社会公众需求的回应力。加入wto前后，全国掀起了以清理和减少行政审批为重点的政府改革热潮。特别是在2004年2月21日，wjb总理在中央党校省部级主要领导干部“树立和落实科学发展观”专题研究班结业式上正式提出“服务型政府”的概念后，许多地方政府明确了指导思想，制定了服务型政府建设的具体目标，成立了专门的领导小组，在服务型政府建设方面也取得了不少实践经验。但就目前我国服务型政府建设的情况看，仍然存在一些问题。
